Create a Picture Library
1. From the Site Actions menu, select More Options.
2. Filter the resulting options by selecting Library on the left menu, click on Picture Library, then give it a name and click Create.

Picture libraries house images that can then be used as content within a SharePoint site, whether the library itself is the content, or one of the images in the library will be used as a banner or content image on a site page. 1.
